21-year old Frenandez who joined Benfica in August has a £106 million release clause.
If Chelsea agrees to bring Fernandez at that fee, it would surpass the existing amount of £98 million paid for Belgian striker Romelu Lukaku, it will also add to the record total of more than £200 million spent by the new ownership last summer.
Talks are still on about the size of the fee as well as the structure of the deal.
The move to bring Enzo Fernandez to Stamford Bridge is coming as the contracts of 31-year old midfielders, Jorginho and N’golo Kante are coming to an end this season.
