  8. UNGA Resolutions? Resolutions are passed in all councils of the UN, like the Human Rights Council, the Economic and Social Council and the Security Council, throughout the year. UNGA resolutions are viewed as an expression of the will of the international community on a given topic, although, they do not bind the participants, meaning they do not have legal power but hold symbolic importance in affairs of the world. In contrast, whenever the 15-member Security Council of the UN pass resolutions, they are generally considered binding under international law and member states are obliged to act on them.
